Climate Action Reserve
As General Counsel, Katy oversees the legal aspects of the Reserve program, addressing both offset project-specific questions, as well as policy matters with broader program implications. Working in conjunction with outside counsel and the Reserve’s President, Katy also oversees the Reserve’s participation in arbitration and litigation matters. In her capacity as Director of Government Affairs, Katy serves as the Reserve’s liaison in Sacramento, where she works with key policy-makers and stakeholders on the implementation of the California Air Resources Board’s offsets program.
Prior to joining the Reserve, Katy was a Southern California Coro Foundation Fellow, where she explored timely state and local policy issues through hands-on training and leadership development with various public and private stakeholders. Before her Coro Fellowship, Katy worked as an Associate Attorney in the Los Angeles office of Latham & Watkins LLP, where she focused on environmental and land use issues, including zoning, planning, and the California Environmental Quality Act. Katy also worked on environmental, land use, and real estate matters as a staff attorney at the Mountains Recreation and Conservation Authority, a local government entity dedicated to the preservation of open space and parkland in the greater Los Angeles area.
Katy holds a JD from the UCLA School of Law, and a Bachelor’s degree in U.S. History from the University of California at Berkeley. She is a member of the State Bar of California.
