Rodolfo Lacy
Deputy Secretary of Planning and Policy

Rodolfo Lacy is the Deputy Secretary of Planning and Policy at SEMARNAT (Mexican Environment Ministry). He is responsible for the development of national environmental policy and planning of environmental government actions. Under his direction was elaborated the National Climate Change Strategy and the fuel tax policy by carbon emissions.
Prior joining the SEMARNAT, Rodolfo was Director of Programs and Projects in the “Mario Molina” Center for Studies on Energy and Environment, where he lead different projects related with renewable energy, emission inventory, climate change and sustainable use of natural resources.
His career spans more than 30 years, Rodolfo has served as a teacher, consultant and public employee in both federal and local levels; some of the positions held throughout his career are: Chief of Staff of the Secretary of Environment and Natural Resources, General Director of Prevention and Control of Environmental Pollution of the Mexico City Government, Director of Environmental Planning in the Ministry of Urban Development and Ecology, Management Director of the consultant company Environmental Specialists.
He was the founder and first President of the Mexican Environmental Engineers Association.
Rodolfo is pursuing a PhD studies in Environmental Sciences and Engineering at the Autonomous Metropolitan University. He holds a MSc on Planning and Urban Studies by the Massachusetts Institute of Technology (MIT). He has a bachelor degree in Environmental Engineering from the Autonomous Metropolitan University in Mexico City.
